Começando pela interface Jtag, tem as USB e uma que usa a porta paralela a "wiggler", pelo software vc tem o projeto yargato, que usa a IDE eclipse o compilador GNU, tem o keil (versão demonstração código até 32k), tem o EW da IAR, tem o RIDE7 da Raisonance que possue um plugin para o arm e alguns outros. Algumas versões de ARM incluem algumas rotinas para carregar o codigo compilado, bastando as vezes aterrar algum pino e dispor de um programa do proprio fabricante.

O Winarm tambem é bom, só que tem que instalar todos os pacotes pertinentes... Vc fez isto??
